Transport corridor "Primorye-2" will amount to 85 million tons per year

Vice-governor of Primorye Region Alexei Sukhov made a visit to Yangyang, Republic of Korea, for participation in 20th Summit of North-East Asia regional administrations on international cooperation. There he had a meeting with vice-governor of Jilin province (China) Zhuan Yang.

Following the conversation he noted than two sides had discussed the prospects for joint development of transport corridor "Primorye-2". We are talking about the route: Changchun-Jilin-Hunchun-Kraskino-port of Zarubino port with transportation by sea.

This corridor is able to provide the foreign trade of Jilin province with countries in Asia-Pacific region as well as the sea freight to South China. The province is prepared to invest in the construction and reconstruction of high-speed railway line "Hunchun/Barabash-Vladivostok", automobile roads "Zarubino-Kraskino-Hunchun", "Razdolnoye-Khasan".

According to the words of the head of Chinese delegation, "the appearance of such roads will greatly increase the tourist flow. For example, recently the high-speed railway line Changchun-Hunchun had been opened. During only one month the number of tourists who used it amounted to one million people. In the October holidays (Ocrober 1 - The Foundation Day of PRC) it was difficult to get tickets for the train."

However, the concern in Jilin is caused by limited traffic capacity of the automobile checkpoint "Kraskino" on the border of Jilin province - one of the key elements of ITC"Primorye-2".

Alexei Sukhov stressed, that the maximum efforts are being made to solve this problem - presumably the construction will be finished in 2016.

Indian "Oil and Natural Gas Corporation" (ONGS) buys 15% of "Vankorneft"

"Rosneft" (Russian oil and gas Corporation") and Indian "Oil and Natural Gas Corporation (ONGC) Videsh Limited have signed the contract during Eastern Economic Forum in Vladivostok about the sale-purchase of 15% of JSC "Vankorneft" and the shareholder's agreement regarding enterprise management.

JSC "Vankorneft" - a subsidiary of "Rosneft" - was founded in 2004 for the development of Vankor oil and gas condensate field in the Krasnoyarsk region. It is the largest of the fields discovered and commissioned in Russia for the last twenty-five years and makes a great contribution to the increase of total oil production in Russia. "Vankorneft" owns here 23 license areas.

The contract was signed by Chairman of Board of "Rosneft" Igor Sechin and managing Director of ONGC Videsh Ltd Narendra Verma. The parties expect the closing of the transaction after obtaining necessary regulatory and other approvals.

After closing the transaction ONGC will get two seats in the Board of Directors of "Vankorneft". In this case Rosneft will retain 100% control over the shared infrastructure of the Vankor cluster (including the oil pipeline Vankor-Purpe) and create a company-operator, with the help of which it'll be possible to manage more effectively the Vankor field and other license areas of the company in the region.

Agreement on the consideration of the purchase by ONGC of a minority stake in "Vankorneft" has been reached on July 8, 2015 during the meeting of Russian President Vladimir Putin and Prime Minister of the Republic of India Narendra Modi in Ufa. Earlier the share in the project had been claimed by the Chinese company.

The South Korean companies intend to become "residents" of Free port of Vladivostok

Recently in Vladivostok there was held a 14th plenary meeting of Russia-Korea inter-governmental commission on economic and technological cooperation. Vice-premier of Russian government, the Representative of Russian President in the Far East Y.Trutnev made on October, 23 the statement on the results of the meeting. According to his words, the South Korean investors intend to become "residents" of the Free port Vladivostok. This fact clearly suggests that the project of "free port" is demanded by foreign partners.

Two sides have discussed cooperation in the fields of energy and joint exploitation of natural resources, agriculture, industry, science, technology and transport within the framework of the project "free port" and decided to continue the discussion about appropriate agreement in November in Moscow. As Korean partners stressed, Russian side has performed a lot of work to improve the investment climate in Primorye. The head of South Korean delegation, vice-premier, Minister of Planning and Finance Choi Gyon Hwan said two sides have big prospects for development of joint cooperation. These prospects are associated primarily with the implementation of large strategic projects in Primorsky Region.

As a vivid example of the work with foreign investors Y.Trutnev told about the opening of the first enterprise on the "territory of priority development" "Nadezhda". This enterprise is a factory "EUROPLAST". As Y.Trutnev noticed, the payback period before adoption of the Law about territories of priority development was 7 years and now is only 3.5 years. It is a big difference.

The design of modern library of Maritime State University completed

Experts of LANIT DV (multidisciplinary group of Russian IT-companies) have completed large-scale works on designing systems for informational research and education complex at ADM Nevelskoy Maritime State University. Estimated area of facility, including 242 rooms, is 17 400 sq. m. The design was carried out in several stages and involved development of all life support systems.

LANIT DV developed project solutions architectural and decorative illumination of facades; lightning protection and grounding; systems of telephone, television and conferencing communications; local area network, wired radio and speakerphone network; access control and management systems, video surveillance, remote monitoring and control of the elevators; security and fire alarm and automatic fire-extinguishing systems. Diesel power station, system dispatcher system and other technological solutions have also been developed.

The project also envisaged the creation of "Electronic University" common information environment. In future it should provide students with unlimited access to classes and educational materials, as well as meet all the criteria of physical and information security. Similar models of electronic university are successfully implemented in such educational institutions of the world as University of Louisville (Kentucky, USA), European University of Madrid (Spain), Katy Independent School District, KISD, (Texas, USA).

Roman Pustovoyt, the head of telecommunications and media systems department of LANIT DV:

"We had to create a converged network infrastructure, with high level efficiency and fault tolerance, which could be scaled and developed. It was required not only to create flexible system, but also to integrate universal computational resources into network infrastructure for addressing wide range of tasks of library information systems (IS). Application of BYOD (Bring Your Own Device) concept and UCS (Unified Computing System) architecture of Cisco Systems Company ensured the most effective implementation of those tasks".

"Having done solid work, we established research and education center with electronic catalogs, RFID-tags, library tickets in the form of mifair-cards, reading halls with Wi-Fi access and workplaces, equipped with modern computer devices.

The new building will have computer classrooms with modern marine simulators (training programs for marine specialists), more than ten line audiences with up to 180 seats in each, Academic Council conference room equipped with congress system, printing house with specialized equipment, data processing center. It also includes ISs (library and educational processes management, ERP- and CRM-systems), the system of electric power supply, illumination, and integrated building management".

"It is impossible to overestimate the importance of informatization of education. The project of creation of modern information research and education complex at our university will improve the level of quality of education. I believe that new complex will become a modern library and information center of Primorsky Region and will strengthen leading positions of marine education".

Trimaran icebreaker is under development in Russia

Innovative three-part icebreaker, capable of opening a 60-metre channel in ice, is being designed by Krylov State Research Center specialists.

According to Kirill Sazonov, the head of Research Center laboratory, the need to increase the width of ice channel is conditioned by future icebreaker escorting large ships. At the same time increasing power or hull size of conventional ice-breakers is not economically feasible.

A new ship is a trimaran having a main hull and two side ones with engines and marine propellers in each.

According to the results of field tests conducted in the ice basin it was confirmed that the icebreaker with the given design was capable to open 61-62 meter channel in 3-meter ice.

According to the representatives of Krylov State Research Center, construction and operation of trimaran icebreakers will be more efficient than doubling the number of ice-breakers in order to increase the width of the channel.

The Atomic "Heart" of "Arktika" Icebreaker Placed in a Robust Housing

The final locking ring seam on the first unit of "RITM-200" nuclear reactor power plant for "Arktika" icebreaker has successfully completed quality control procedures at Podolsk "Atomenergomash" factory. The two half-shells of the reactor housing have been welded using original technology developed by Russian experts.

After heat treatment and machining of the final seam representatives of the Central Laboratory for Non-Destructive Testing carried out quality control using ultrasonic and radiographic methods as well as penetrant testing. Radiographic examination was carried out in the X-ray camera using an electron accelerator, which allows testing of welds with thickness up to 250 mm. To guarantee the quality of reactor housing a complete check of the ring weld (2.6 meters in diameter) was necessary. "All test results showed the excellent quality of the weld, which meets the most stringent technical requirements, "- said Andrei Buzinov, a CEO of ZiO-Podolsk factory.

The nuclear power plant of "Arktika" class icebreakers consists of two "RITM-200" reactors with a thermal output capacity of 175 MW each. Due to the unique integrated installation layout yhe new reactor is almost twice lighter and more compact than the currently onboard icebreakers. The lifetime of a new type of power plant is 40 years.

The first reactor assembly will be completed this December and delivered to St. Petersburg shipyard where "Arctic" LK-60 Project 22220 multi-purpose double-draft nuclear icebreaker is constructed. She will be the largest and most powerful nuclear-powered icebreaker in the world. The icebreaker capable of breaking 3 meters thick ice will be launched in May 2016.

"Vostochnaya Verf" Laid the First Sea Tanker on October 27, 2015

"Vostochnaya Verf" (The Eastern Shipyard) in Primorsky Krai laid the keel of the first of two offshore tankers project 03182 on October 27, 2015.

Construction of the first ship of this class will be completed by the end of 2017. Completion date for the second tanker is scheduled for the end of 2019. According to the first Vice-Governor Vasily Usoltsev, this is the first time for "Vostochnaya Verf" to sign a federal contract for constructing large ships.

Project 03182 small sea tankers are designed for area patrol, search and rescue operations in limited sea areas with intense navigation, they assist ships in distress, pump water from flooded compartments and tow vessels to safe harbors. In addition, they can act as a firefighting ships.

However, the primary mission of new tankers will be to store and transfer liquid cargo / fuel to other ships. The tankers will have a landing pad for helicopter, equipment for dealing with oil spill , as well as a crane manipulator with lifting capacity of 20 tons.

Basic technical characteristics of tankers Project 03182: length - 78.8 m, width - 15.4 m, maximum draft - 4.9 m, cruising range of 1,500 miles, autonomy - 30 days, the crew - 24, gross displacement - 3500 tons, cargo load capacity 1 560 tons, seaworthiness 9 points, main power plant 3 x 1600 kW.
